Write a useful proposal
Make a case for understanding the need before committing to a solution.
Search before proposing
Check the problem library and existing projects. A duplicate effort may be merged with existing work; contributing research to an established project is often more useful.
Use all eleven sections
Provide the problem, evidence, existing solutions, people affected, proposed intervention, technological rationale, risks, required expertise, deployment considerations, success measures, and sources. Separate assumptions from observations.
What happens next
